Even when applicants qualify, many do not know whether they should apply for the General Employment Permit or the Critical Skills Employment Permit. While both options allow non-EEA nationals to work legally in Ireland, the criteria, advantages and long-term pathways differ significantly.

What Is the Critical Skills Employment Permit?

The Critical Skills Employment Permit is intended for highly skilled professionals working in roles that are essential to Ireland’s economic development. These positions are listed on the Critical Skills Occupations List and typically include careers in technology, engineering, healthcare and other specialist fields.

To qualify, applicants must meet one of the following salary thresholds:

• €32,000 per year for roles included on the Critical Skills Occupations List
• €64,000 per year for eligible roles not listed

One of the main benefits of this permit is the strong pathway to long-term residency. Critical Skills permit holders can apply for Stamp 4 after just two years of continuous employment. Employers also benefit because they do not need to complete a Labour Market Needs Test.

What Is the General Employment Permit?

The General Employment Permit covers a wider range of occupations that are not included under the critical skills category. It is designed for employers who need to fill important roles but do not meet the narrow criteria of the Critical Skills route.

To be eligible, the position must:

• Not appear on the Ineligible Categories List
• Meet the minimum salary requirement for the sector
• Pass the Labour Market Needs Test (in most cases)

While this permit also provides a route to long-term residency, the timeline is longer. Applicants typically become eligible to apply for Stamp 4 after five years of legal employment in Ireland.
