PPSN for New Arrivals: How to Apply, What You Need, and Why Employers Ask for It First

You have the visa, the flight and maybe even the job offer. Then, in your first week in Ireland, everyone starts asking for a number you do not have: your PPSN.

The Personal Public Service Number is Ireland's individual identifier for interactions with the State. Without one, ordinary life stalls in small, frustrating ways — payroll cannot register you properly with Revenue, public services cannot process you, and a growing list of applications simply will not move.

Here is how it works and how to get one without losing weeks to it.

What the PPSN actually is

A PPSN is issued by the Department of Social Protection and used across public bodies: Revenue for tax, the HSE for health services, the Department itself for benefits, and — increasingly relevant — the Companies Registration Office for company directors.

It is yours for life. If you ever held one — from a previous stay, a summer job years ago, or study in Ireland — that number is still yours. Check before applying again; duplicate applications cause exactly the kind of records mismatch the system exists to prevent.

Why employers ask for it first

The moment you start work, your employer must register your employment with Revenue, and payroll runs on your PPSN. Without it you can usually still be paid, but on emergency tax — a punishing default rate that takes a painful bite out of your first payslips until your number is in place and your tax credits are allocated.

The refunds do come eventually, but the practical lesson is blunt: apply for your PPSN as soon as you have a reason to have one. A job offer is a reason. Waiting until your first payday is how people fund the State an interest-free loan for two months.

How to apply

Applications are made online through MyWelfare, the Department of Social Protection's portal. In broad terms you will need:

• Proof of identity — your passport, and your Irish Residence Permit where you hold one
• Proof of address in Ireland — a utility bill, tenancy agreement, or a letter from your accommodation provider
• Evidence of why you need a PPSN — a job offer or employment contract is the classic example, but there are many qualifying reasons

The address requirement is where new arrivals most often get stuck, because in your first weeks you may genuinely have nothing in your own name. Letters from landlords or hosts confirming you reside at the address are the usual solution — the Department publishes guidance on acceptable documents, and it is worth matching your evidence to that list before submitting rather than testing your luck.

Applying from outside Ireland

Less well known: you can need — and obtain — a PPSN without living in Ireland. Buying Irish property, inheriting Irish assets, and certain investment or legal processes all require one, and there is a distinct application route for people outside the State. The company director angle

Since 2023, every director of an Irish company must provide a PPSN — or, where they have never been issued one, an Identified Person Number (IPN) obtained through the CRO — on key company filings. No number, no incorporation.

Two things follow. First, if you hold a PPSN, you must use it for company filings; applying for an IPN when a PPSN exists is an offence, which is another reason to establish early whether an old number exists. Second, if you are a non-resident forming an Irish company, the identity step is the very first thing to solve, because nothing else can proceed without it.

Getting it right in week one

The PPSN is the least glamorous document in your Irish paperwork and the one that unlocks the most. Apply early, evidence it properly, and check for an old number before creating a new one.
