Ask anyone navigating Irish immigration what they are working toward and the answer is usually the same: Stamp 4.
It is the permission that changes everything. A Stamp 4 holder can work for any employer — or for themselves — without an employment permit, can access most State services on a par with residents, and accumulates the reckonable residence that leads to Irish citizenship. It is not permanent residence, and it is not citizenship, but it is the freest permission most non-EEA nationals can realistically hold.
There is no single application called "Stamp 4." It is reached by different routes depending on who you are. Here are the main ones in 2026.
Route 1: Critical Skills Employment Permit
The fastest employment-based path. A Critical Skills Employment Permit (CSEP) holder can apply for Stamp 4 permission after 21 months on the permit, applying to Immigration Service Delivery as the two-year permit approaches its end.

One caution: with the March 2026 salary threshold increases, keeping your role and salary compliant throughout the 21 months matters. A permit that falls out of compliance mid-way can unsettle the path.
Route 2: Five years on employment permits
Holders of a General Employment Permit and other permit types reach Stamp 4 the longer way: after five years of legal residence on employment permits. Route 3: Family of an Irish citizen
Two of the most common family routes lead directly to Stamp 4:

What Stamp 4 is not
Two misunderstandings cause real damage:
It is not automatic. Reaching 21 months on a CSEP or five years on permits makes you eligible to apply — the application still has to be made, evidenced and granted. People lose months by assuming the upgrade happens by itself.
It is not permanent. Stamp 4 is granted for a period and must be renewed. Renewals run through the same IRP system currently experiencing long delays, so the apply-early discipline applies to Stamp 4 holders as much as anyone.
After Stamp 4: the citizenship horizon
For most people, Stamp 4 is the last stage before naturalisation. Time spent on Stamp 4 counts as reckonable residence toward the five years (or three, for spouses of Irish citizens) required for citizenship.
